Shawn has an interesting post at Casserole Bar about the weakness of an educational system that depends on parental support. Most of the time, at least in Utah, the parental support is there, and the system works. But, when the system doesn't work, we don't have much in the way of a backup.
Of course, this is closely related to the difficult problem of educational funding in Utah. The common rhetoric always hammers on one of two seemingly contradictory points: our per-student educational spending is among the lowest in the nation, but our per-taxpayer spending is among the highest. Since both points are undeniably true, where would we find the money to add more support for disadvantaged students?
There have been some good comments on Shawn's post, too. The first one, from Steve Urquhart, is particularly worth reading and thinking about.
